Pedlars' Papers

We finally plucked up the courage today to visit the local cop shop. Would they have any clue at all when we ask for a "Pedlars Certificate"? We were pleasantly surprised we didn't suffer blank looks, and instead the police officer cheerfully tapped our request into what must have been the Met's equivalent of Wikipedia.
